Sub-title commercial work alongside the residential RESCON layer when both are needed, or use this commercial-only lookup when the user only wants the commercial half. Same caveat about Jefferson, Arapahoe and the suburban cities as the residential lookup — they're separate jurisdictions not covered by CPD.

Commercial-only permits at the city/county level outside Denver (Aurora, Lakewood, Lakewood, Westminster) — those are separate jurisdictions; standalone demolition-only tickets on ODC_DEV_DEMOLITIONPERMIT_P (a third separate layer); permits still in active plan review; commercial permits outside CDP's permit authority (federal, state).

Yes. Cross-reference CPD commercial permit history with the Denver Assessor's property records. Look for gaps in the permit timeline and missing permit numbers at commercial and multifamily properties — that pattern is the strongest signal of unpermitted work or unpermitted unit conversions.
